Protocol Lab is the standards and reference-architecture arm of Azul Tech, a digital public infrastructure firm headquartered in Kigali. The Lab exists to be the place a government in the Global South consults before it builds — the reference for implementing DPI the right way, from procurement to exit.
Vendor-agnostic, by design
Every publication carries a permanent identifier, a semantic version, and a citation format. Blueprints are published under CC BY-NC-ND 4.0 and free for any government to adopt.
Each blueprint defines an architecture in terms of published interfaces — never products. Beneath every component, the Lab maintains an options register: the open-source and commercial implementations that conform to those interfaces, assessed at each version of the publication. The Lab endorses conformance, not vendors. A government reading a blueprint should leave knowing not only what to build, but what already exists to build it with — and which questions disqualify a bid.
Who might consult the Protocol Lab
A minister weighing a national programme. An architect drawing the first diagram. A procurement officer writing the tender that will bind the next decade. A partner deciding what to finance. The blueprints are written so that each can take what they need — and leave behind infrastructure that outlasts them.
We do not sell the blueprints; we publish them. Where a government wants company on the road from blueprint to running system, the Lab and its parent firm are reachable at the addresses below.
