Entitlements & Social Registries

Most governments do not have an entitlements problem; they have an entitlements fragmentation problem. Each program — school feeding, fertilizer subsidy, cash transfer — builds its own beneficiary list, its own eligibility logic, its own payment file. The citizen is enrolled five times and known zero times.

This publication defines the entitlements layer as a shared registry of eligibility that programs subscribe to, rather than a set of program databases that occasionally reconcile.

The core structure is a social registry (who is potentially eligible, with socio-economic attributes) feeding program registries (who is enrolled in what) through published eligibility rules — with identity assertions from PL-01 anchoring every record to a real, unique person.

Full implementation guidance ships with the v1.0 publication. The forthcoming text covers registry consolidation sequencing, grievance and appeals flows, and integration with payment rails (PL-03).
