Overview
Data sovereignty is not a hosting decision; it is a custody architecture. This publication defines the exchange layer through which ministries share data with each other — and with approved third parties — under audit, under consent where required, and always under sovereign keys.
Reference architecture
The model centers on a data exchange fabric (X-Road-pattern secure messaging between institutions) with a consent and audit plane above it. No institution copies another’s register; it queries, and the query is logged immutably.
