Overview
Governments are adopting AI faster than they are learning to govern it. This publication defines the intelligence layer as governed capability: models and retrieval systems deployed against the state’s own knowledge, with provenance, evaluation, and human authority designed in from the first architecture diagram.
Reference architecture
The reference pattern is retrieval-augmented generation over governed corpora: ministry knowledge bases with document-level provenance, models that cite what they retrieve, and an evaluation harness that treats accuracy as a monitored service level — not a launch-day claim.
